Centre for Atmospheric REmote Sensing and Space Earth observation

CARESSE represents an initiative to concentrate and organize existing capacities for atmospheric remote sensing in Romania, in order to become a relevant and competent partner for ESA’s EO missions. CARESSE relies on RADO – the Romanian Atmospheric 3D research Observatory (through its coordinator, INOE) and its strategic (national and international) partners to:

(A) create a sustainable high-quality research and training nucleus for atmospheric remote sensing in view of future EO missions;

(B) develope and organize existing scientific and technological capacities for space-related applications of atmospheric remote sensing;

(C) prepare to fulfill the specific requirements of ESA, and strengthen international collaboration.

The team has a significant expertise in ground-based remote sensing, excellent networking connections, and operates state-of-the-art research instruments, unique in SE Europe. Data provided by the lidars, sun photometers, microwave radiometer, and C-ToF AMS are used by ground-based networks (EARLINET, AERONET, MWRNET, ACTRIS), but also for satellite CAL/VALs (e.g. CALIPSO-EARLINET CAL/VAL program). CARESSE intends to solve the weaknesses identified by the SWOT analysis, and promote the super site at INOE as a nucleus for high-quality research and training on atmospheric remote sensing.



The Action Plan, with a significant involvement of SME’s and industry, is intended to combine standard procedures, scientific expertise and strategic partnerships. Existing and new equipment, highly specialized personnel and new employed experienced researchers/ engineers, implementation of ECSS standards, strategic partnership with research, academia and private sector will create the potential for long-term sustainability. This infrastructure is going to be representative for participation to long-term validation of satellite products (S-5P, EarthCARE, ADM-Aeolus), due to the synergetic use of remote sensing and ground-level techniques, and quality assurance programs.

Twinning with industry and with leading research institutions worldwide initiates more channels for collaboration and therefore new scientific niches are identified, especially involving technological improvements of the research instruments (hardware and software) and/or development of user-oriented services and data products.

CARESSE will fulfill the IGACO’s need for long-duration integrated observations, mainly operational systems providing continuity and reliability. The centre intends to become a platform for demonstration and dissemination of recent achievements aiming to assist in the implementation of the remote sensing techniques among the stakeholders group, possible partners within new proposals for ESA tenders and other research calls.
